Ramallah: Human Rights and Democracy Center “SHAMS” issues its observatory report for November 2021 on the demolitions, confiscation, and notification against Palestinian’s facilities, whether religious, tourist, commercial, educational, official, or agricultural, focusing on housing facilities, its worth mentioning that “SHAMS” center issues periodic observatory reports, monthly, semi-annual, and annual, on these types of violations.

The monitoring report was based on a methodology based on field monitoring by the “SHAMS” Center staff and researchers, who monitored the Israeli violations against Palestinian facilitates during the period 1/11/2021-30/11/2021 in all West Bank governorates for the purposes of issuing this monthly monitor. And then work on analyzing, dismantling and outputting the data in the form of tables, according to a comprehensive qualitative and quantitative analytical indicators map. During the month of November 2021, the Israeli occupation forces targeted (216) Palestinian-owned facilities, whether by demolition, notifications, or confiscation with the intention of targeting these facilities in the future.

The most prominent violations were concentrated in the demolitions of (107) facilities, (5) of which the owners were forced to self-demolish them under threat of fines and imprisonment. As for the notifications, the occupation forces have notified (108) facilities of demolition, suspension of work or eviction, most of which are residential, in addition to animal barns, agricultural, medical and commercial facilities, and stores.

The occupation forces confiscated one facility in the Al-Maarjat area in Jericho governorate, (a container) owned by Suleiman Musa Mleihat.

The first indicator focused on the distribution of facilities that were targeted for demolition, confiscation or notifications according to their type, which included this month: houses(105), tents(7), barracks (20), and caravan (1), agricultural rooms (20), wells, ponds and water lines (8), commercial facilities (7), barns and livestock sheds (18) structures, retaining walls and fences (2), bird pens (1), mobile caravans (1) , warehouses (2), agricultural caravans (1), sewage room (1), house balcony (1), agricultural barracks (4), gas station (1), medical facility (1), religious facility (1), cemetery (12), car wash (1).

The second indicator focused on the distribution of the demolished facilities according to the area of the targeting. The peak of the attacks was in the Jerusalem governorates (46) facilities, followed by Hebron (29) facilities, and then Tubas (17) facilities.

In view of the notifications of demolition, confiscation, halting construction work and other violations that prevent Palestinians from realizing their right to build, reconstruct and invest their facilities, the number of notifications reached (108) notifications in different areas. The notifications indicate trends in the concentration of the upcoming Israeli targeting of Palestinian facilities, with the governorates of Nablus and Qalqilya having the highest percentage.

The third indicator focused on the target population, since these operations targeting Palestinian facilities do not take place in an isolated area from the population. The number of affected populations during the month of November reached at least (162) people, including (46) children, and (3) women, according to the information available.

As for the arguments used by “Israel, in its attempt to legitimize the crime – in the month of November, the facilities that were demolished by the occupying forces under the pretext of building without a permit in Area C were (106) out of (107), and one facility under the pretext of settlers’ ownership of the land on which construction is built. The occupation authorities demolished a commercial facility in the town of Beit Hanina, north of Jerusalem, in preparation for the confiscation of the land and eviction for the settlers, on the pretext of its ownership of the land.

As for the notifications, (89) out of (108) establishments were notified, under the pretext of non-licensing and that they are located in areas (c). and (12) facilities under the pretext of building in an archaeological area. The occupation authorities distributed 12 demolition notices for agricultural rooms in the village of Azzun Atma, south of Qalqilya, including a notice that gave the owner of the agricultural facility 96 hours only on the pretext of building in an archaeological area, and (7) facilities on the pretext that the land is owned by a settlement company. The occupation forces handed 7 Palestinian families living in Kobaniya Umm Haroun, west of Sheikh Jarrah neighborhood, north of the Old City of occupied East Jerusalem, eviction notices from their homes, on the pretext that the land and property on it are owned by a settlement company.

As for the facility that was seized and confiscated, it was under the pretext of not having a license.

The last indicator reviewed the “self-demolition” operations and continued oppression by forcing the Palestinians themselves to demolish their facilities, foremost of which is their homes, under threat of heavy fines. During the month of November, the number of facilities that the occupation authorities forced their owners to self-demolish was (5) facilities out of 107 A facility, all in the Jerusalem governorate, and it consists of (5) houses, including two houses in the town of Jabal Mukaber, a house in the town of Beit Hanina, a house in Sur Baher, and a house in Ras al-Amud, all of which were demolished on the pretext of not having a permit.

The occupation authorities in the Jabal Mukaber neighborhood in Jerusalem forced the citizen, Aziz Owaisat, to demolish his house himself, after notifying him earlier, in order to avoid paying heavy fines in the event of the demolition. He demolished his house himself, under the pretext of not having a permit.

The occupation authorities in the town of Beit Hanina forced the Nashashibi family to demolish their two-story house themselves, after notifying them earlier, in order to avoid paying heavy fines in case the occupation authorities carry out the demolition process. Muhammad Khaled Rabay’ah, to personally demolish his house, after being notified earlier, in order to avoid paying heavy fines in the event that the occupation authorities carry out the demolition.
