“SHAMS”“SHAMS” Center for Human Rights and Democracy Media asserts that the actions taken by the Israeli occupation forces in Jenin and its camp since this morning are a blatant act of aggression and a defiance of the international community. Military vehicles, armored personnel carriers, and military bulldozers forcefully entered the city of Jenin and its camp, resulting in a massacre of innocent civilians, with (7) martyrs including a doctor, a teacher, and a student, and (9) others sustaining various injuries, some of which are severe.
This incident vividly illustrates the aggressive policy and organized terrorism aimed at eradicating the Palestinian people, perpetuating acts of murder, aggression, and destruction. These actions hold a significant position in the literature and ideologies of Zionist political thought, which is rooted in the denial, subjugation, and intimidation of others through force and displacement, driven by unfounded Talmudic and Torah-based doctrinal prophecies regarding the legitimacy of ownership of this land and country.
“SHAMS” Center warns about the exploitation of the world’s focus on the atrocities of genocide, war crimes, and forced displacement committed by the occupation in the Gaza Strip. This exploitation is intended to further the occupation’s aggressive, expansionist, and terrorist agenda in the West Bank. The occupation continues its incursions into cities, camps, villages, and Palestinian towns in the West Bank, perpetrating numerous massacres, killings, and destruction.
The city of Jenin and its camp stand as a stark example of these relentless invasions and assaults, resulting in war crimes against innocent civilians, destruction of infrastructure, enforced closures, demolition of buildings and historical sites, and the arrest of civilians. The recent events, including the targeting of civilians, obstruction of ambulance services, and prevention of transferring the wounded to hospitals and medical centers, are clear indications of the organized policy aimed at the Palestinian people in the West Bank, particularly in the camps in the northern West Bank, with Jenin camp being at the forefront.
“SHAMS” Center strongly condemns the statements made by the leaders and generals of the Israeli occupation, announcing a large-scale military operation in the city and camp of Jenin, and the deployment of massive military reinforcements from all directions into the city. This marks a significant and perilous development, signaling the occupation’s intent to carry out a major massacre, as evidenced by the killing of civilian citizens and the prevention of ambulance services from transporting the wounded and injured from the camp to hospitals and medical centers in the city.
“SHAMS” Center condemns the international silence on the crimes of occupation that target civilians in Palestinian camps, towns and towns in the West Bank. This is a clear indication of the international community’s complicity with the occupation. It reveals the policy of double standards that the countries of the world are dealing with the grave violations of human rights in the occupied Palestinian territories, particularly the position of the United States of America and certain European countries that strongly support the occupation.
It supplies it with weapons and provides it with political cover in international institutions, particularly in the Security Council. This exposes the positions of those States that are conspiring with occupation against the Palestinian people and their right to self-determination.
“SHAMS” Center emphasizes that the incursions, killings and destruction of Jenin and Jenin camp by the occupation Government constitute a grave violation of international humanitarian law and international human rights law, in particular the Fourth Geneva Convention of 12 August 1949, which provides special protection for civilians in situations of war and armed conflict and calls for their departure from places of engagement and hostilities, in particular article 15 of the Convention.
It provides that any party in the conflict may establish neutral zones for the protection of wounded and sick combatants and non-combatants, civilians who do not take part in hostilities and do not engage in any act of a military nature during their stay in these areas).
It is also a violation of the Hague Convention on the Laws and Customs of War on Land of 1907, in particular article 27, which states that (in cases of siege or bombardment, all necessary measures must be taken to avoid attacks, to the extent possible, on buildings devoted to worship, arts, sciences, charitable works and historical monuments). Hence, it is a violation of the Rome Convention of 1998, in which article 8 of the Statute of the International Criminal Court provides that intentional attacks against buildings intended for religious, educational, artistic, scientific or charitable purposes, and charitable purposes, historical monuments, hospitals and places of concentration of sick and wounded persons is a war crime.Bottom of Form
“SHAMS” Center urges the permanent members of the Security Council, the General Assembly of the United Nations, the High Contracting Parties to the Geneva Conventions, governmental and non-governmental institutions, the International Red Cross, Médecins Bel Frontiers and Amnesty International to act urgently, to fulfil their humanitarian and moral obligations and to exert pressure on the Israeli occupation Government to halt its crimes and ongoing aggression against the Palestinian people in the West Bank and the Gaza Strip and to compel it to neutralize civilians and civilian objects from positions of engagement and military operations, particularly in populated camps.
