Ramallah: “SHAMS” Center assures that the latest Israel escalation represents its methodical policy including war crimes and state-terrorizing operations. Furthermore, its latest atrocity has been committed in Jenin Camp in which (9) martyrs and tens of wounded civilians were the outcome of such atrocious operation. In fact, the consequences of this operation included demolishing houses and sabotaging citizens’ properties as well as targeting ambulances, preventing medical staff to get to the wounded, closing the entrances of the camp, banning civilians to get in or out of the camp and targeting civilians with live bullets and tear gas bombs.

These actions assure that the Israeli government follows the program of the parties of the governmental coalition as clarified by the Israeli operation headquarters. It also assures that the massacre committed in Jenin at the dawn of Thursday the 26th of January, 2023 comes in line with the instruction of the political, military, and security level.

 This operation targeted Palestinians aiming to cause more casualties among civilians as a way to impose the political reality on the Palestinians.  Consequently, this atrocious operation requires an international intervention to stop the crimes of the occupation against Palestinians.

Thus, “SHAMS” Center demands the members of the Fourth Geneva conventions to stick to their legal commitments as indicated in article (146) stating taking any legislative procedure to impose effective penalties on whoever commits crimes or orders their execution no matter their nationalities. In addition, they should be brought to justice as long as there is enough evidence to condemn criminals.

Still, “SHAMS” Center urges the UN and its related specialized organizations to move immediately to stop these repeated Israeli assaults against Palestinians in general especially in Jenin Camp as well as in the Palestinian occupied territories. It is also imperative to stop the condemnation and denunciation actions moving to more effective and practical steps reaching to the level of the occupation’s crimes against our people. It also demands the UN to respect its commitment to the charter, objectives as well as not to deal with others following double standards.

In addition, “SHAMS” Center calls the Palestinian National Authority, civil society institutions, Palestinian universities, and professional and labour unions to work seriously and continuously on the international front in both parts, the first at the level of parliaments, parliamentary blocs and political parties that support the rights of our people, but rather opening up to new parliamentary parties and blocs.

As for the second part, as for working with international non-governmental organizations, labor and professional unions, networks, coalitions, artists, writers, journalists and opinion leaders, it is imperative to expose the Israeli violations against our people, focusing on the racist policies practiced by the occupying state. This is in addition to refuting the Israeli narrative and confronting it, and confirming that the attacks carried out by the occupying power against the Palestinian people rise to the level of crimes described in the Rome Statute of the International Criminal Court.

Hence, “SHAMS” Center stresses the need to restore national unity on the basis of full political partnership, ending the division, and strengthening and strengthening the home front, to confront the Israeli aggression against the Palestinian people. Furthermore, it is imperative to build it on unitary foundations and strengthening and strengthening the frameworks and institutions of the Palestine Liberation Organization. The national liberation project cannot be accomplished and restored in light of the state of fragmentation and political and regional alignment, which is the first step towards liberation from occupation, in addition to agreeing on the political program and political partnership for the various forces and factions.

This is done through formulating a national strategy agreed upon by the various factions, the essence of which is liberation from the political, economic and security agreements with the occupying state, and strengthening the steadfastness of the Palestinian citizens in the various Palestinian territories.

Eventually, “SHAMS” Center recommends that the High Contracting Parties to the Fourth Geneva Convention assume their legal responsibilities and fulfil their obligations, and work to ensure that Israel, the occupying state, respects the Convention and its application in the occupied Palestinian territories according to Article 1 of the Convention. Finally, it is imperative to convene a new conference of the High Contracting Parties to the Fourth Geneva Convention for the Protection of Civilian Persons in Time of War.

Thus, “SHAMS” Center calls the European Union and its countries to work to activate Article 2 of the Israeli-European Partnership Agreement, which stipulates the continuation of economic cooperation between the two parties and ensuring that the Israeli occupation state respects human rights. Finally, there is a need to take practical steps by the international community to ensure that the occupying power respects the Geneva Conventions and provides for Palestinian civilians.
