“SHAMS” Center strongly condemns the policy of medical negligence practiced by the Prisons Authority towards Palestinian prisoners, especially patients, and its disregard for calls and warnings about the deterioration of the health of a number of prisoners, including the prisoner suffering from cancer Kamal Abu Waer (46) years old from Qabatiya town in Jenin governorate, who was killed on Tuesday evening 10/11/2020. Kamal Abu Waer was arrested in 2003 and he was sentenced to (6) life imprisonment and (50) years. The number of prisoners who were killed as a result of deliberate medical negligence reached (4) prisoners since the beginning of this year. This raises the number of martyrs of the captive movement to (226) prisoner martyrs since 1967.

SHAMS” Center holds the Occupying authority “Israel” fully responsible for this crime, as the authority responsible for arresting the prisoner, which is required in accordance with international law and norms to take all necessary and expeditious measures to ensure that the protected persons are housed in places that meet health and safety conditions and in a manner that preserves their lives according to Article (85) of Geneva IV 1949.

SHAMS” Center demands that the occupation prisons be opened to international and local human rights organizations and the need for all international parties to urgently provide protection and care for dozens of sick detainees. The Center also requests to start working to release them immediately, especially in light of the outbreak of the Coronavirus.

SHAMS” Center calls on the United Nations, governmental and non-governmental international human rights organizations to put pressure on the occupying Authority to release sick prisoners, child prisoners, and women, and for the need to respect international human rights law and international humanitarian law, foremost among which is the Third Geneva Convention.

“SHAMS” Center conveys its deepest condolences and sincere fraternal sympathy to the family of the martyr, the people of Qabatiya, the general Palestinian captive movement, and all the militants of our people and the free people of the world, for the martyrdom of the sick prisoner Kamal Abu Waer, who died steadfastly due to his national stances.
